POSITION SUMMARY

Become a core member of the Senior Management Team, reporting to the Executive Director, and provide agency-wide leadership in the areas of fiscal and financial management in order to meet fiscal, administrative, legal, and regulatory requirements and to ensure that Community Action achieves its objectives of empowering and serving low income residents of Franklin, Hampshire and Western Hampden County.

RESPONSIBILITIES

  • Plan, organize and direct all aspects of the Fiscal Department including the development and administration of policies on finance, accounting, internal controls, budget, auditing and payroll.
  • Ensure Community Action meets all internal and external financial requirements by maintaining an efficient and up to date accounting system for disbursements, receipts, cash flow, payroll, purchasing, and account reconciliations; by maintaining an accurate record keeping system; and by providing direct supervision of fiscal staff.
  • Ensure that the Executive Director, Board of Directors, Policy Council and funding sources are informed of the fiscal status of the agency by providing timely financial statements.
  • Ensure the fulfillment of the overall agency mission by participating, as a member of the senior management team, in the planning and decision-making process of the agency.
  • Direct the management and planning processes of the agency by developing budgets, budget revisions, analyses and budget alternatives.
  • Ensure that program directors maximize their budgets by providing interim reports, technical assistance and expenditure guidance.
  • Facilitate continual improvement of the budgeting process through education of department managers on financial issues impacting their budgets.
  • Develop and maintain fiscal policies, procedures and manuals.
  • Ensure the corporate, legal and fiscal integrity of the agency by maintaining up to date insurance policies, by preparing and monitoring sub-contracts and leases, and by coordinating all external audit activity.
  • Provide strategic financial input and leadership on decision making issues affecting the organization; e.g., evaluation of potential grant opportunities or real estate matters.
  • Design, implement, and monitor fiscal systems to maximize effectiveness and efficiency of operations; ongoing analysis and research alternative fiscal/payroll systems to maintain the most effective systems.
  • Supervising equipment purchases, equipment maintenance, bidding procedures, inventory and fixed assets schedules.
  • Assist, when necessary, in the day to day operation of the Fiscal Office. Assist, when necessary, with the posting of the accounting records. Monitor cash flow including collection of receivables and payment of expenses.
  • Develop and maintain professional expertise by attending agency trainings, meetings, conferences and trainings as appropriate and available.
  • Participate in professional development activities and team meetings.
  • Maintain strictest confidentiality.
  • Perform related work as required.

 QUALIFICATIONS AND SKILLS

  • Bachelor’s degree in accounting or related field
  • Master’s degree in accounting preferred.
  • Five years of fiscal management experience including implementation of federal and state guidelines and three years in a nonprofit organization
  • Experience in accounting/payroll software analysis and implementation of software conversion is required with ability to automate financial processes
  • Excellent verbal (in-person and phone) and written communication skills
  • Excellent organizational and planning skills and attention to detail
  • Understanding of data capture and tracking methods
  • Establish credibility throughout the agency and with the Board as an effective developer of solutions to financial challenges

Full time position (37.5 hours/week) based at our Northampton office.  Provides housing and homelessness prevention services in court and community settings. Human Services experience, 2 years minimum. Must have experience working with low-income individuals and families, preferably with people who are facing eviction or foreclosure, experience with program coordination, case management, and networking, strong interpersonal skills and ability to motivate and effectively work with participants to achieve goals. Knowledge of the housing, financial, and social service resources in Franklin/Hampshire & North Quabbin areas preferred. Excellent written and verbal communication skills, understanding of poverty and its impact on individuals and families, ability to work independently and as a team member to complete assignments in a timely manner, and excellent computer skills required. We are seeking a dynamic, compassionate, and hard-working human services professional to join our team as a Supervisor for our Franklin County North Quabbin Healthy Families program.  This position offers the opportunity to positively affect the lives of young families by motivating and supporting a team of home visitors who focus on maternal infant health, parenting education, and family stabilization. 

The ideal candidate has a mental health background as well as experience with home-visiting and reflective supervision practice.   Candidates must have a Bachelor’s degree with a minimum of 3 years of relevant leadership/ supervisory experience as well as knowledge of the FC/NQ community. 

This is a 30 hr./wk. position requiring travel throughout the FC/NQ region. Pay rate is $18-19 per hour.

Community Action is seeking an energetic, positive-minded, compassionate individual to join our team as a full-time Home Visitor with the Hampshire County Healthy Families program.   This intensive and long-term home-visiting program serves pregnant and parenting teens and their babies.  This position requires daily travel to homes across Hampshire County as well as thorough documentation and record-keeping.  Candidates must have a minimum of a high school diploma or equivalent and be able to comfortably navigate computer database.  Experience providing supportive services to families with infants and toddlers as well as working with culturally diverse populations required.  Candidates must demonstrate ability to effectively prioritize job tasks, to be flexible, and have reliable transportation.   Previous experience with home-visiting and/ or parenting a plus! Pay range $13 - $14/ hour depending on experience.

SUBSTITUTE BUS MONITOR
Community Action’s Parent-Child Development Center is seeking substitute Bus Monitors in Amherst, Northampton, Orange, Turners Falls, Ware and Westfield. Bus Monitors assist infants, toddlers, and preschoolers on and off the school bus. Bus routes run 1 ½ - 3 hrs during the early mornings, midday, and late afternoons. Must be able to engage children in positive social behaviors; assist children to their seats and secure them safely; safely unload children and release to their authorized adult; work cooperatively with the driver, staff, and parents; and maintain a professional and positive attitude. All applicants must be at least 18 yrs. old and have reliable transportation to meet the bus. Prospective employees must be able to lift up to 50 lbs. and successfully pass a background check, plus submit a current physical. CPR and First Aid certified preferred.
