Each winter, Community Action helps warm thousands of Franklin and Hampshire County families. Available to both homeowners and renters, the Fuel Assistance Program helps income-eligible participants afford their home heating expenses. Program eligibility is determined by family size and gross annual household income.

In response to the current COVID-19 health crisis, CAPV Fuel Assistance is not open to walk-ins. Once applications are sent out you will be able to schedule an appointment online or over the phone. Please be patient as we re-open to the public in a way that will keep both our clients and our staff safe.

If this is your first time applying or if you did not have an active application during the past 2 years, an intake is required.

Please use the link below to access our online portal to apply or schedule an intake appointment:

The online portal will give new applicants or applicants who have not had an active application the opportunity to either submit an application online or to schedule an appointment to meet with an intake worker via telephone. You can also call 413-774-2310 to schedule an appointment. 

The online portal is for either:

New applicants OR

 Applicants who have not had an active application for 2 years.

IF YOU ARE NOT IN EITHER OF THOSE TWO CATEGORIES,

DO NOT USE THE PORTAL.

If you are a returning applicant, your application will be mailed to you along with an application checklist. Applications for people with a deliverable fuel source such as propane will be mailed out in October. Applications for people with a public utility are being mailed out in November. Applications for people with heat included in their rent will be mailed out at the end of December. For the application checklist, please choose one of the following links:

Face to Face Assistance

Appointments are available to visit the Fuel Assistance program to make copies, get help with your application, or drop off paperwork.
